I think it's a play on words. (Or using words to give a double meaning.) However, I'm not sure what the other meaning is, so, I haven't really thought about it. I believe that there is a turtle that is called a snapping turtle, though? Maybe, I'm wrong about that?
And if you found out the answer to your question and it is something that isn't offensive, you're welcome to write in and tell me what it means.

Ahh..I don't like being the one to translate this, but I can try. That line is from The Pilot episode. This line refers to Paul's inability to "perform sexually" since his wife left him. And later in the episode, a girl that works with Monica says she put the "snap back in his turtle." In other words, he can perform sexually now.
